Add charger period for increased tariffs

The information about increased tariffs (www.natur-energi.dk/privat/kundeservice/side/transport-af-stroem/) should be taken into account by the smart charge algorithm.
It should be possible to set applicable months and time interval.
Apologies if this is already taken into account.

This feature is indeed required now when the tariffs have increased SIGNIFICANTLY.

choose "C time" and note the terms "Lavlast" and "Spidslast".
Prices are "Transport af el (nettarif)" respectively 23,63 øre/kWh and 63,07 øre/kWh and the periods "Lavlast" and "Spidslast" are defined as:
"Spidslast: alle dage i perioden oktober-marts kl. 17-20.
Lavlast: alle dage i perioden april-september og alle dage i perioden oktober-marts kl. 00-17 og kl. 20-24."
